Question: Does Reaper provide an option to take into account input latency while monitoring and include this in the latency compensation to delay other tracks so they line up with the monitored input?

That's not the way that latency compensation works in REAPER -- instead, how it is done is:

    1) You play along with the playing project

    2) When the recording is added to the project, it is offset by the monitoring latency amount (this includes both input and output!), so that what you heard while recording is what you'll hear when you play the project back.

So, the end result is the same. Get it?

By default, REAPER doesn't include PDC latency on the recording track, however there is a per-track option to have it include PDC latency on that adjustment that is made.
