What's the reason for blowfish not having include guards?

Never bothered to mod it, I guess. We don't use it for anything, maybe it's time to deprecate it...

I use WDL's Blowfish (though probably not in any production code), and apparently I even added CBC mode wrappers to it in my WDL fork. I guess I should add include guards (or #pragma once) as well...
