The speed of light in a material is a bit of a misnomer imo. Photons are exciting atoms of the material and subsequently being retransmitted as a new photon, over and over. It would be like saying a wire has appreciable latency when you have an AD/DA in the middle. The only true speed of light is in a vacuum.
